The Research Challenge
Covering 194 WHO member state delegations within a tight deadline is not a simple data-gathering task. Delegate information at this level of global health diplomacy is spread across dozens of institutional sources — ministry websites, UN directories, diplomatic registries, and official WHO documentation. There is no single master list, and accuracy matters enormously when names and identities are attached to official international representation.
The photo requirement added another layer. Sourcing consistent, publicly verifiable delegate portraits at scale meant evaluating each image against institutional records rather than pulling whatever appeared in a search result. Both the names and the photos had to meet a clear evidentiary standard before making it into the final dataset.
How We Structured the Work
Helion360 divided the project into two coordinated tracks running in parallel. The first focused on delegate identification — cross-referencing WHO member state records, UN documentation, and foreign ministry sources to confirm each name and title. Every entry required validation from at least two independent sources before it was logged.
The second track handled photo sourcing, drawing from official government portals, UN and WHO media libraries, and verified diplomatic profiles. Rather than accepting uncertain matches, we flagged any entry where a publicly verified photo could not be confirmed, creating a transparent record of what was resolved and what needed a final decision from the client.
A structured tracking system kept both workstreams coordinated throughout — logging source URLs, verification stages, and completion status for each of the 194 delegations as the project progressed.

The final dataset covered all 194 WHO member state delegations, organized by region and country, with full names, titles, sourced photos, and documentation for every record. Flagged entries were clearly marked so the client's team could act on them directly without re-doing any research.
